No, and the shared letter causes real mistakes. Charter C is an Illinois-only endorsement for a narrow school-charter trip; Class C is a CDL vehicle class. Chapter 15 separates Charter C, Class C, S, the School Bus Driver Permit and the J08 restriction so you never carry the wrong credential.
